§ 8-31. Placement of handbills upon motor vehicles prohibited.

  • (a)

    It shall be unlawful for any person to distribute, deposit, place, throw, scatter or cast any handbill in or upon any motor vehicle standing or parked within the city limits. This section shall not apply to any vehicle sign as defined in section 15-2(11) of this Code.

    (b)

    It shall be unlawful for any corporation, partnership, or business of any kind, to hire, or in any way, directly or indirectly cause any person or firm to distribute, deposit, place, throw, scatter or cast any handbill in or upon any motor vehicle standing or parked within the city limits. The president of a company or corporation, the board of directors of a corporation, the general partners of a partnership, or the owner of a non-incorporated business, or any of them, shall be responsible for violations of this section. This section shall not apply to any vehicle sign as defined in section 15-2(11) of this Code.
