    1.

    All permits for new construction, including permits for building, alterations, miscellaneous, signs, swimming pools, plumbing, electric and mechanical shall include a fee for training and education of building department personnel of $0.20 per thousand dollars of estimated cost.

    Building permit fees. The following fees cover the cost of the initial plan review, on-site inspections, and administrative costs for structural, electrical, plumbing and mechanical permits. Should the designers fail to make corrections and additional plan review time is required on a given project, the charge for the additional time of review will be the same rate for revised plans as noted under structural permits for minor plan revisions and major plan revisions.

    For the purpose of arriving at the permit fee when such fee is based upon the total construction value, a verified contract figure (including all systems) may be used for the purpose of determining the permit fee or when the chief building official finds that such estimation of total construction value is unrealistically low, said chief building official may require that the estimated total construction cost (including all subtrades) of the building shall be computed per the latest edition of "Cost Data" as published by the R.S. Means Company, Inc., whichever is greater. This figure will be used to compute the building permit fee only. Separate subtrade permit fees shall be calculated in accordance with sections 5-1(D) through (G). The latest edition of "Cost Data" as published by the R.S. Means Company, Inc., is hereby adopted and incorporated by reference.

    Upon third or subsequent disapprovals, and without a certified supervisor or representative at the job site at time of inspection, the applicable fee shall be doubled. "Certified, for the purposes of this ordinance, shall include the following:

    (a)

    The qualifier (person authorized by state and county authorities to apply for and receive a building permit); or

    (b)

    A representative for the contractor that has a recognized master (or Class "A" certified) or journeyman status in the appropriate trade; or

    (c)

    A representative for the contractor that has a State of Florida license in architecture or engineering and has sufficient education and knowledge in the appropriate field.

    Exception: Where the chief building official determines there are extenuating circumstances, the fee may be waived, subject to the review and approval of the city manager.
