Upon recommendation by the city administration that certain municipal street(s) should be closed to truck and bus through traffic and designated primarily for residential use, the city commission shall hold a public hearing to determine if action is required upon the recommendation.

    (d)

The word "bus", as used in this section, shall mean any vehicle operated by the Broward County Department of Transportation, Division of Mass Transit, for the transportation of passengers.
