§ 6.11. Civil service.

  • The Commission may in its discretion establish a system of personnel administration, based on merit principles and scientific methods, governing the appointment, promotion, transfer, layoff, dismissal, suspension, removal and discipline of certain of its officers and employees, and other incidents of city employment; provided, however, that no ordinance establishing a civil service system for city employees shall become effective until approved at a referendum.
