§ 5-2.1. Deferral or waiver of fees.

  • (A)

    Deferral of fees. A business that meets the eligibility criteria set forth herein may apply to the city commission to have deferred, for a period up to three (3) years from their due date (such date which shall be established by the city manager, or his designee), the following city fees and charges not to exceed seven hundred fifty thousand dollars ($750,000.00) or fifty (50) per cent of each of the following fees:

    (1)

    Building permit fees as set forth in this chapter.

    (2)

    Engineering inspection fees as set forth in this chapter.

    (3)

    City road impact fee as set forth in this chapter.

    (B)

    Waiver of fees. A business that meets the eligibility criteria set forth herein may apply to the director of the community development department to have waived the following city connection charges and planning and development fees associated with new construction:

    (1)

    Site plan review:

    (a)

    Preliminary ..... $700.00

    Plus, per 100 square feet ..... 1.05

    (b)

    Final ..... 490.00

    Plus, per 100 square feet ..... 0.55

    (2)

    Plat review ..... 1,280.00

    Plus, per commercial acre ..... 0.28

    (3)

    Plat exemption:

    (a)

    Combination of lots ..... 124.00

    Plus county recording fees.

    (b)

    Division of land, per petition ..... 285.00

    (4)

    Tree removal ..... 17.00

    Plus, per protected tree removed or relocated ..... 5.00

    (5)

    Water meter deposit —Up to $3,840.00 maximum for eight-inch water meter.

    The fees set forth in this section may be amended from time to time.

    (C)

    Criteria for eligibility. A new or expanding existing business located or to be located on commercially or industrially zoned property in the city may apply to the city commission for a deferral of certain fees, as set forth herein, and may apply to the director of the community development department for a waiver of certain fees, as set forth herein, if such business meets the thresholds set forth in the economic development strategy of the economic development element of the Coral Springs Comprehensive Plan. However, the city commission reserves the right to grant upon application a deferral or waiver of a fee, as set forth herein, to a new or expanding existing business that does not meet the eligibility threshold of this section if the city commission finds in its discretion that the business substantially meets the eligibility thresholds. Such thresholds of eligibility, which may be amended from time to time, are as follows:

    The city commission's decision to grant a deferral or a waiver of the fees described herein, shall be made upon due consideration of the fiscal impact of the deferral or waiver. Furthermore, the city commission's grant of a deferral or a waiver of the fees described herein shall be consistent with and in furtherance of the goals and objectives in the economic development element of the Coral Springs Comprehensive Plan.
