§ 2-21. Intent and purpose.

The purpose of this article is to strengthen the quality of representative government through ethical principles governing the conduct of the city's elected and appointed officials. It is important to assure that the policies and decisions made by public officers are made through established processes of government, that public officers do not utilize public office for private or personal benefit, that public officers avoid action which creates the appearance of impropriety, and that the public have confidence in the integrity of city government and the city's public officers.
