§ 19-6. Blockage of drainage or fire hydrants with debris.

  • (a)

    No person or owner of property shall allow or continue to allow a blockage, obstruction, or otherwise impede access to any fire hydrant with any vegetative or construction debris.

    (b)

    No person or owner of property shall allow or continue to allow any blockage, obstruction, filling, or other impediment to the flow of water to any drainage system with any vegetative or other debris.

    (c)

    The city manager, or their designee, is hereby authorized to enter onto private land and remove such blockages, obstructions, or impediments to fire hydrants and drainage and the violator or property owner shall be charged actual costs of removal, including staff time.

    (d)

    The violations provided for in the subsections above create an irreparable and irreparable harm and therefore the violator or owner of the property shall be assessed a penalty not to exceed fifteen thousand dollars ($15,000.00) per day for each day that the violation exists.
