§ 18-5.2. Handicapped parking violations; procedures and penalties.
(A)
Restrictions. No person with the exception of those persons who have been issued a disabled parking permit pursuant to Florida Statutes, Section 320.0848 or Section 316.1958, shall park any motor-driven vehicle in parking spaces reserved for handicapped or disabled persons, pursuant to Chapter 316 of the Florida Statutes and Chapter 515 of the South Florida Building Code, except as provided herein. Parking access aisles, which are designated as no-parking zones, are reserved for the use of persons who have disabled parking permits, and violators are subject to the same penalties that are imposed for illegally parking in parking spaces that are designated for persons who have disabilities.

It is unlawful for any person to stop, stand, or park a vehicle within any parking space designated or marked for the disabled, unless the vehicle displays a disabled parking permit issued under section 316.1958 or 320.0848, Florida Statutes, and the vehicle is transporting the person to whom the displayed permit is issued. The violation of disabled parking regulations shall be subject to a fine of two hundred fifty dollars ($250.00) for each occurrence; however, persons who were issued a valid disabled parking permit effective on the date of the violation shall be subject to a fine of twenty-five dollars ($25.00).

A vehicle that is transporting a person who has a disability and who has been granted a permit under Florida Statutes, Section 320.0848(1)(d) may be parked for a maximum of thirty (30) minutes in any parking space reserved for persons who have disabilities.
(B)
Ticketing procedure. Vehicles parked in violation of this section will be ticketed by the Coral Springs Police Department, or a parking enforcement specialist, said ticket to be affixed to the windshield of the offending vehicle.
(C)
Towing of vehicles. Vehicles parked in violation of this section may be towed to any lawful parking space or facility or the operator or other person in charge of the vehicle must immediately remove the unauthorized vehicle from the parking space.

A law enforcement officer or a parking enforcement specialist has the right to demand to be shown the person's disabled permit and driver's license or state identification card when a disabled parking placard is being utilized. If such a request is refused, the person in charge of the vehicle may be issued a citation for a violation of this section.
(D)
The violation may not be dismissed for failure of the markings on the parking space to comply with the requirements of section 316.1955, Florida Statutes, if the space is in general compliance and is clearly distinguishable as a designated space.
(E)
Refusal to pay civil penalty. It shall be unlawful for any person to refuse or fail to pay any civil penalty assessed for a violation of this section, and that person shall be guilty of a separate violation. A civil penalty of not more than five hundred dollars ($500.00) will be assessed against any person who refuses or fails to pay a civil penalty assessed for violation of this section.
